Surveys reveal infrastructure and low taxes among Windcrest draws



Infrastructure, emergency services and low taxes draw residents to Windcrest, points highlighted in a review of contributions from a trio of recent focus groups for a draft of the city’s strategic plan.

Rose Mary Fry, owner of Degrees Of Work consulting, ran three focus groups and a community survey that was returned by 525 residents. She briefed city council last month on her findings on what residents of Windcrest value and want for their town.

Fry also informed the board of a group of “strategic initiatives” that respondents said would make the city a more viable attraction for newcomers, as well as impact the quality of life of current residents.

Among those wishes, she said, were a new municipal swimming pool or a paddling pool, the inclusion of an internal EMS service, the maintenance and improvement of streets and lighting, the improvement of lighting in city parks, a review of the city’s website and plans for the city. services south of Chemin Walzem.

Respondents were also in favor of designing economic development incentive programs to attract more restaurants and retail outlets.

The three focus groups, held in late March and early and mid-April, brought together about 65 residents of Windcrest who spoke freely, she said, of their desires for the city and what they considered to be current assets of the city.

“When you talk about the town of Windcrest, what are some of the things that really set this community apart? Said Fry.

“We had between 65 and 70 people who took the time to come to these focus groups and say what they liked about Windcrest, what was important to them, what they would like the town to consider.” , she added.

She reviewed what residents saw as strengths or selling points within the city, such as its police and fire departments, stable property values, and community amenities and events.

“It’s the police and the fire department. It’s its location… you have a great location close to major highways, ”she said. “You have low taxes and consistent property values, a topic that came up regularly in focus groups and the survey.

“People like lot size, they like the diversity of homes, and (they) have the ability to maintain property values. Another part that was important was the community facilities offered by the city, as well as the events, ”she added.

The current condition of the town hall, police department and fire station was noted. She said the strategic plan is expected to include an assessment of staff and space needs at City Hall by the second quarter of 2022.

Other priorities were assigned to specific deadlines, and Fry said copies would be distributed to members of the strategic planning committee and the board, for review and eventual approval.

“This is an update of the plan, as a draft,” she said. “But you start departmental planning meetings in terms of the budget, and that’s going to give the heads of departments information as they go through that budget.”

She said the strategic plan “is meant to be a working document” to be reviewed regularly.

“I think the strategic planning committee will probably have to meet once more depending on any further discussion tonight to see if anything in the plan needs to be changed,” she added.
